Incase both the parents have dental coverage, according to this rule the primary program is the program that covers the parent whose birthday falls earlier in the year. This rule is used to determine the primary and secondary plan. But it can also be rejected by a court order incase of divorce agreement etc Usually the need for determining which of the parent's plan is primary and whose plan is secondary will occur incase of divorced parents. Usually the parents will include their children on both of their insurance plans. So that the child will be covered while visiting with either of the parent.
